I have some cluster since the start of the FC using heartbeat(no pacemaker)/drbd and I am planned the upgrade from the FC17 to the FC18 and FC19.
But I see there is no more heartbeat on FC18 I checked the releases notes and the Net, I found only one paper about heartbeat is obsolete, nothing about the way the replace it.
Please what I need on FC18/FC19 to replace heartbeat/drbd ?

After looking for a bit, it seems heartbeat was replaced by corosync, so you have to use that instead. From page https://fedoraproject.org/wiki/Features/Cluster
The heartbeat package. Upstream development has stopped and equivalent or superior functionality is provided by the Corosync package.
It is available in Fedora 19.

Thank you drbd-heartbeat is not heartbeat, this is the drbd resource agents for heartbeat, scripts used by heartbeat to start/stop drbd.
Thank you this is the document I found. Do you know if there is a document to how I can migrate from heartbeat/drbd to corosync/pacemaker/drbd ?

You need to check the heartbeat documentation to learn if migration is possible, and if it is, how to go about it. The cluster link that @baptistemm has provided might be helpful too.
