How to change window borders?

The gnome-tweak-tool package, by itself, is not enough to enable the feature you are looking for. You need to do this too:

yum install gnome-shell-extension-user-theme.noarch

Then, relaunch gnome-tweak-tool, go to the "Shell Extensions" pane, and turn on "User Themes." After that, the menu you want should be available. Of course, it might not have many, if any, themes to choose from in the menu until you install some more. A few theme packages are also available and easy to install through yum, or you can install additional themes manually (how is beyond the scope of this question, but a search will show it has been answered many times before).

I have gnome-tweak-tool installed from the fedora repositories using yum install gnome-tweak-tool on my Fedora 19 system and it does have the theme tab:

gnome-tweak-tool-3.8.1-1.fc19.noarch

I'm not sure what package you're using. Please check the version that you have installed. Fedora 18 uses version 3.6 and I'm not certain if it has this tab. I'd recommend using Fedora 19 since it contains the latest version of gnome and related software.

I'm experiencing exactly the same issue as the first poster. I Recently switched from Ubuntu to Fedora (and started out with a totally clean home directory, so no old Gnome settings in use), and the gnome-tweak-tool refuses to show me Current Theme, with the result that I am unable to change the default look of my window title bars, buttons etc. The top Gnome Shell bar gets replaced if I change theme to say Elementary theme, but all window title bars and buttons remain default.

I have tried most suggestions found on the topic, including the user-themes Shell extension without success. It would be great if someone could shed some light on why some installs have the Current Theme options, and others not.

Downgrade gnome-tweak-tool and themes will be fine again: yum downgrade gnome-tweak-tool

you can use dconf-editor to change the window border (current theme). The value org.gnome.desktop.wm.preferences.theme is means window manager theme. When you change the value of this key, the window border and close/max/min bottons will change. ( the value is just the same with gtk theme name , such as Greybird/... )
