Tomboy is a linux replacement for 'Sticky Notes'. It is very close to the Windows Sticky Notes. It uses Mono.

Can you please include gnotes and bijiben in your answer too? Gnotes is a C++ port of Tomboy, while bijiben is a much simpler note taking editor for Gnome 3.
Once you've picked a note taking application (gnote, tomboy or bijiben) you may want to have it start at login. To do that run gnome-session-properties, click the Add button and then fill in the form.
