I'd prefer that my alt+tab only sees the windows in the current workspace. Is there a way to make it do this?

I'm just switching over from Ubuntu, and Ubuntu does this.

alternatetab extension does that. Install it with:

yum install gnome-shell-extension-alternate-tab

Then go to https://extensions.gnome.org/local/ and enable it. You limit the scope of the switcher to the current workspace in dconf-editor:

org->gnome->shell->window-switcher->current workspace only
