How to create a panel depends on your chosen desktop. For example, adding a panel to Gnome requires the same steps on Fedora as it does on Ubuntu. However, you can usually create a new panel by right-clicking on an existing panel. One of the sub-menus should be Create or perhaps Add.

Can you be a little more verbose in what you need please? I'd really at least want you to frame the question and it's description properly. Is this really about fedora 8? It's 10 releases, which implies 5 years old now.
