I have Linux Mint 19.1 installed
Should I remove it before installing Fedora 29 ? I am having problems installing Fedora. Anaconda wont let me set the partition table either auto or custom or gui.

You do not have to remove it but if you intend to only use Fedora of course you could just delete Linux Mint. Anaconda has maybe not the most intuitive partitioner but it should be possible to install Fedora alongside Linux Mint.
Do you have any readable output on screen when you try to partition?
You should boot into a live mint live USB and go to disks and resize the mint partition to be smaller. Then you can run the Fedora installer.
