I wrote the Fedora 29 live ISO file to the an usb card reader with the following command: dd if=/home/michael/Downloads/Fedora-Workstation-Live-x86_64-29-1.2.iso of=/dev/sdb4 bs=20M
but it can't boot . what should I do?

Since the dd command is used for diskette use and copying, it is very helpful if you are familiar with the related information. It can also be useful for copying entire diskettes.
dd if=/home/michael/Downloads/Fedora-Workstation-Live-x86_64-29-1.2.iso of=/dev/sdb bs=10M
In addition, if there is no bs setting value, the copy speed will be slow because it operates as default value. Therefore, the faster the interface speed, the higher the value can be. However, at a small size like a usb, It do not feel a big difference.
You copied your iso image to a partition (/dev/sdb4). Unmount your card and format it with: mkfs.vfat /dev/sdb –I and then copy with dd: dd if=/home/michael/Downloads/Fedora-Workstation-Live-x86_64-29-1.2.iso of=/dev/sdb
