Extremely low resolution in GRUB

I installed Fedora 29 (KDE Spin) on a new ASUS laptop I got. The screen resolution is 1920x1080, but when GRUB2 starts, the resolution is extremely low.

Immediately after GRUB exits, I can tell the resolution immediately gets much higher when I have to enter the password (encrypted HDD).

I already tried adding GRUB_GFXMODE="1920x1080;auto" and GRUB_GFXPAYLOAD_LINUX="keep" to /etc/default/grub and running grub2-mkconfig, didn't produce any changes.

I'm on an EFI system. I tried disabling Secure Boot. I tried running vbeinfo and videoinfo in the grub shell (neither were found).

Can anyone help me? I just want to get a higher resolution boot screen in GRUB.

Answer below was correct. My grub had GRUB_TERMINAL_OUTPUT=console for some reason. Changing to GRUB_TERMINAL_OUTPUT=gfxterm solved the problem.

Do you also have

GRUB_TERMINAL_OUTPUT=gfxterm
