I have a same issue..like that....but it's a different like a virus!
It seems to be a problem during use, not initial setup. Find a solve that problem.
A. status in home folder /home/simmon
[simmon@cugar ~]$ ls -a
''$'\200''<' .bash_profile .esd_auth .mozilla .xsession-errors
B. I used it run dolphin file manager, but it looks like an empty directory.
Try to scan for viruses.

C. I checked on 5 Fedora servers (4 physical servers, 1 virtual server) Checked on the same network but only the virtual server showed the problem. Actual physical servers do not have the same symptoms, but only virtual servers with VirtualBox. However, the virtual box has selinux applied.
D. Remove folder
[root@cugar simmon]# rm -rf ''$'\200''<'
If there is a problem in use, I will update this post.
I deleted the folder and proceeded to scan for viruses, but there was no problem in particular. I think I need to find out more about the cause of the folder creation. It's a maybe "c compiler error", which seems to be a problem that may occur during compilation or other installation of another program in F29S System.
There are some similar bug types, but they are not the same.
