Gnome system menu elements not visible due to icon scale issue

On a freshly booted system, gnome system menu elements are not visible when clicking on the top right menu.

I suspect this happens due to some issue with icon scaling, since the speaker icon is much larger than normal and pushes the other content outside of visible bounds. This issue is only visual, as I can still click on the empty space where the icons would usually appear to access their functionality.

This happens on the login screen as well as after having logged in.

As soon as I lock and unlock the screen, the icons appear normal again but when hovering over them, they won't display their highlighted state. The menu looks just like a static image with none of the usual animations.

This issue has only appeared after updating from F28 to F29 (using the recommended way from the fedoramagazine article).

What is the screen resolution dimensions? What is the display scale? (settings -> devices -> displays -> scale)

Screen resolution: 1920x1080(16:9) and Scale at 100%
