Unable to boot after an update to kernel 4.18.16-200.fc28.x86_64

I updated the kernel last Thursday to version 4.18.16-200.fc28.x86_64. Now every time I booted from that kernel it just always get stuck on an empty black screen with blinking cursor. I've tried deleting the updates and redoing update but the result is the same. I'm currently using the previous kernel 4.18.14-200.fc28

This is (most probably) an incompatibility with the NVIDIA drivers.
Kernel 4.18.14-200.fc28 was compiled with the gcc version 8.1.1.
Kernel 4.18.16-200.fc28 was compiled with the gcc version 8.2.1.
Uninstalling and reinstalling the drivers should solve the problem.

Boot with kernel 4.18.14-200.fc28 and uninstall the NVIDIA drivers.
Reboot with kernel 4.18.16-200.fc28 ... reinstall the NVIDIA drivers.
Reboot again with kernel 4.18.16-200.fc28 and, now it should work.
Fortunately this kind of problem is an exception which rarely occurs.

Hm... also hit this problem with

4.19.15-200.fc28.x86_64 on an old Thinkpad T500 - having a Radeon graphics with "radeon" drivers (4.18.16 is also not working - same issue, fallback 4.18.13 does work but has me blindsided with only one CPU core... must have not rebooted for a couple of months...)
