Graphical hangs every 10-15 seconds

I've installed Fedora 28 on a laptop. every 10 - 15 seconds the screen will stop refreshing, during this hang if a button was pressed as the hang began the button will repeat roughly 20 times. The mouse will also stop moving completely. Each hang is roughly 1 second in length. Even as I type this occasionally I'll have a long string of the same character. Audio will be interrupted at the same time. Oddly, in dmesg I will see several entries right after each hang.

This is on a GNOME desktop install. I'll try reinstalling a different distro and desktop to see if the issue persists and post back when I finish testing.

Maybe it's some power management issue (nonexistent in higher power states). Here's how you can use different kernel driver (responsible for, among others, power management): https://ask.fedoraproject.org/en/ques...

Look for errors right after the hang in journalctl -eb0 run as root.
