Could it be video drivers? I have let F28 installation to decide what drivers to install. I must say that the notice DRM: Pointer to TMDS table invalid is on every boot, but mostly boot continues and Fedora 28 is working.

to kernel parameters.
if it is random, then changing the mode to low resolution, which is what that command does, will only buy some time. The OP needs to test the video card, and ram in the computer, could be a sign of something about to quit working.

So it is basically just stuck at that indefinitely? Or does it continue to the point where you can switch to another TTY (ctrl+alt+f2.3.4.5...)?
If it is just stuck at that, try selecting older kernel in your grub menu while computer is booting up.
It happened on older kernels too. I can not switch to another TTY, but I can press power of button. When I switch computer of, linux goes down in console mode. Next start was always o.k.
