As the question says, I upgraded from f27 -> f28 and now on my notebook touchpad both left and right buttons make left-click. Poorly disappointing!
I have checked settings for mouse & pointer and found everything there correct.
Found the solution: In Gnome Tweaks the mouse pointer integration settings were changed (why?!). Set to Area like normal and everything okay.
It is impossibilities like these that make me want to try Xfce.
I've never encountered such a problem on any upgraded machine, be it laptop or desktop. It would be very useful to show details of your hardware and to file a bug.
