I'm trying to create a Live USB bootable device that will boot under both BIOS and UEFI.
I have tried multiple combinations of device type (GPT and MSDOS) and livecd-iso-to-disk parameters.
Whatever I do, I cannot get the UEFI to work.

Hi Kevin, here are tools that will create a universal Live USB bootable in both BIOS and UEFI mode:

UEFI Fedora boot menu is all black and white. To boot in this mode you might need to either open BIOS boot menu (F8 or F12 are the most common shortcuts) and choose USB entry starting with UEFI, or disable support for legacy BIOS in BIOS/UEFI settings.
All of the linux tools described above work fine for me. I think the issue is somewhere else.
If you want a live USB stick that has a writable overlay or writable home, you'll need to use these three options, in addition to whatever overlay or home creation. They're seemingly contradictory options, but it will create a stick that will boot either UEFI or BIOS firmware computers. This command should be pointed to the whole block device for the USB stick, not a partition.
--efi --reset-mbr --format
If you don't need any persistent write capability, you're best off with Fedora Media Writer (Mac Windows Linux) when using Fedora live image ISOs.
I would use Rufus; you can enable an option for MBR for both legacy and UEFI if I remember correctly. That should work fine and boot under both types of systems. Other options can just be default.
