Hi I have a Dell 27" P2715Qt monitor that flickers when turned on and settles down after about 1 minute. I do not have a problem at 30 Hz or when using Windows 10.

Which graphics-card you are using and which Desktop you are using? If you use Nvidia I suggest to install the proprietary driver of Nvidia and for AMD use the repo driver. I had the same problem on my notebook.

Dell specs for your monitor are somewhat confusing, at least. The P2715Q (without the t, yet the manual states otherwise) was actually unable to do 4k @ 60Hz on either Hdmi or Displayport, only 30Hz was available.

You should write which connection you use, which graphic card, window manager, X or Wayland, and how do you read the settings actually used for your display. I suspect the box starts at 60Hz and then is unable to sync because it's not available. Eventually it settles down at 30Hz.
