4k Monitor Flicker @ 60 Hz

Dell specs for your monitor are somewhat confusing, at least. The P2715Q (without the t, yet the manual states otherwise) was actually unable to do 4k @ 60Hz on either Hdmi or Displayport, only 30Hz was available.
You should write which connection you use, which graphic card, window manager, X or Wayland, and how do you read the settings actually used for your display. I suspect the box starts at 60Hz and then is unable to sync because it's not available. Eventually it settles down at 30Hz.
Which graphics-card you are using and which Desktop you are using? If you use Nvidia I suggest to install the proprietary driver of Nvidia and for AMD use the repo driver. I had the same problem on my notebook some times ago.
