Unable to connect to bluetooth network on Android

I have an Android phone I'd like to use to share a network connection over Bluetooth. I paired my computer and phone via bluetooth, and the phone shows up on the wireless networks menu, but when I click "Connect," Fedora attempts to connect, reaches "Setting network address," then fails. What am I missing?

System information: Fedora 28, KDE spin

Phone: Android 7.1.1
