Live-Drive won't boot!

One of my hobbies is building custom Fedora spins. However, I recently tried building a new custom Fedora 27 spin and when I try to boot the live drive, I get a message telling me the following:

dracut: FATAL: Failed to mount block device of live image dracut: Refusing to continue reboot: System halted

I've tried rebuilding the ISO file using SUDO and as root user, burning to multiple USB drives (using Etcher, dd, Fedora Media Writer, and Rufus), and using different computers to host the live drive and I get the same message. The only pattern I've noticed is when I edit the file fedora-xfce-common.ks file to reduce the number of packages and build after unplugging the computer from the internet, the drive will boot. But if I had just five additional packages, or try using livecd-tools to build the image while networked, I get this same error after burning and booting.

I've searched everywhere online for a similar issue and found none and also posted on multiple forums on Reddit and also came up empty.

Any help would be most appreciated!
