I can't get X to start with nVidia drivers that have worked until recently. Because of the soundtouch disaster I don't know if it's a missing package(s) or that the nVidia drivers don't work with 4.17 kernels even though they build and install fine.
How can I install the last 4.16 kernel or first 4.17 kernel, and all the development headers, libraries, etc.?

Take a look at https://apps.fedoraproject.org/packages/kernel/builds.
You should go through the pages until you find the version you like. Click on that and you see all the downloads.
Once downloaded, the rpms can be installed using dnf.
Thank you. Will grub get updated automagically when installed using dnf? Also, I see various devel and module packages associated with each kernel build. What is the proper sequence for installing them?
And is there ftp access? I have no easy way to get the files onto this box now that the X server doesn't start.
the problem with nvidia updates, has to do with kernels compiled with an older version of gcc than what we have on our systems. I posted a question to that affect, and when 4.17.7 came out, the kernel caught up with the gcc on my system, and built the nvidia driver just fine.

I am able to build and install at least 3 different versions of the nvidia drivers on this kernel. However none of them work. X server starts and immediately shuts down.
What driver is working for you?
check your gcc version by typing gcc --version. I use nvidia proprietary, 396.45 on my gtx970. if you have an older card, you may need a different driver. if you have gcc 8.1.1 you should be good, to use. are you setting up to use dkms? that is what I do, so that the kernel update process builds the new driver module. I went from 4.16.15 to 4.17.7 as those were the only two kernels I had that would run the new driver. That was when I discovered the gcc version that builds the kernels has to match with what we use to update drivers.
