No splash screen, plymouth doesn't appear at all.

I am running Fedora 28 on an HP Spectre x360 laptop (2015 version) with an Intel Broadwell 5500U chipset and integrated Intel HD 5500 graphics. The graphical plymouth splash screen does not appear, even running older kernels < 4.16 and toggling consoles with escape or function keys. The only way I can get the splash screen to even show on boot (it won't display on shutdown) is if I use a LUKS encrypted partition setup, which honestly doesn't make sense to me. I have tried everything else, but I am utterly unable to get the plymouth spash screen to show up at all on a normal installation of Fedora. Testing Ubuntu 18.04 and Debian (unstable branch) running newer kernels > 4.15, displaying plymouth is not a problem whatsoever on this same machine. The fact plymouth works totally fine on other Linux installs but not at all on Fedora installs doesn't make much sense to me. Clearly it's possible, but maybe I'm missing something? The only thing I can think of is that maybe it's a plymouthd/grub2/gdm thing, as it doesn't seem to matter what kernel I'm running. I have also tried messing around with grub2 video settings, but still I get nothing. Please help, I rather miss the plymouth splash screen.
