Why isn't the battery consistent?

Well I'm using Fedora from last 2 months, and I have observed one weird problem in my system ( Sony Vaio SVE1513BYNB) the battery isn't consistent, sometimes it drains rapidly, and sometimes it doesn't, like while it's draining, I can literally see it for eg:- if it's 15% within a minute it goes to 14%, 13% and soo on, in a minute, and sometimes its constant for minutes, even after use, the drop rate is very slown then. I tried Powertop and TLP but nothing's working. Does anyone has faced this problem, or know how to deal with it?

Plus, I have also observed, the charging is too quick sometimes, like if started the charging when the battery was on 8% within a minute it goes to 22% and so on.

Same problem here on a HP Spectre. A top command line return kworker with 100% CPU usage...

But i don't know why. Maybe the same issue for you ?
