I would like to know how to create shortcuts in the desktop in Fedora 28. I have even copied .desktop files from user/share/applications to the deskop but it does not work.

The desktop functionality in Gnome 3 has been provided by the graphical file manager Nautilus with code that has turned out to be hard to maintain. In Gnome 3.28, which is included in Fedora 28, the desktop support was removed from the Nautilus codebase.

This article explains the situation and gives two possible solutions:

  1. The Gnome project will release an extension to provide the desktop functionality. This extension does not yet exist.
  2. The alternative solution is to use the Nemo file manager from the MATE project instead of Nautilus. The instructions are here.

You could install cinnamon as your DE and see if you like it.

Fedora by default doesn't show icons on the desktop. Try installing gnome-tweak-tool. That utility should allow you to enable desktop icons.
