Fedora1 Yum 2.0.4

Please, I'm working on a legacy tester for the DOD. I am constrained to used Fedora Core 1 with no internet and which seems to come with yum 2.0.4. I need to be able to install additional packages (rpm) such as cdrecord (wodim) and geniso for command line cd burning. I need to be able to configure yum to install rpm's from a local directory. Usually with over versions of fedora/centos there is a /etc/yum.repos.d folder... but there isn't anything like that. How do I configure yum to install local rpm's?

Isn't it as simple as

yum localinstall package.rpm ?!

You can also use rpm to install rpm packages.
