Not Prompted to Set Superuser Password on Fedora 28

I just performed a clean install of Fedora 28. I wasn't prompted to set a superuser password, or even setup a user. This appears to be different than Fedora 27. However, I need to know how to set the superuser password. Thanks.

User Account

We will remove the user account creation spoke in Anaconda. The first user account will be created using gnome-initial-setup, and the initial user will be added to the wheel group. (Of course, this can be easily changed after installation if desired.)

Trying installing xfce using the network install iso. and anaconda does allow me to create the first user as well as assigning a password for root.
