libinput: two fingers scroll stops working momentarily, how to fix?

I switched from Ubuntu 16.04 to FC27 on a Lenovo Thinkpad T450s. two fingers scroll generally works, but sometimes it doesn't and I need to "retry" the scroll, atleast in Chrome, which is very annoying. I switched to Xorg and it was the same, until I switched to the legacy Synaptics driver. which completely solves it.

I run libinput debug-events in a terminal and noticed that when Chrome doesn't scroll, libinput does show the events.

is it an issue with libinput? Chrome? is it possible to fix without switching to Xorg/Synaptics?

EDIT: it happens everywhere and not just in Chrome

Did you ever find a solution? I am experiencing the same issue on Manjaro, thought I was going crazy.
