Boot gets stuck at "Starting Switch Root"

When booting the system, it gets stuck at:

Started Plymouth switch root service.
Starting Switch Root

How can I fix that or figure out what's causing the problem?

Been having the same issue for the last four kernel upgrades (4.15.9, 4.15.8, 4.15.6 and 4.15.4), the last one working being 4.15.3-300.fc27.x86_64 (had to change installonly_limit in dnf.conf to stay on the safe side).

It should Reach Target Switch Root before Starting Switch Root.

I would first check the dependences of the Switch Root target unit file. Could be a configuration issue.

if you have a nvidia video card join to club , until now we need boot with one kernel 4.14.x

No, it's a DELL Inspiron 5520 with AMD Radeon graphics card.
