The repo files seems to have been modified such that dnf cannot take advantage of muliple mirrors. Therefore when your chosen download url doesn't work it fails. With multiple mirrirs, when one mirror doesn't work, the second one will be tried. That happens regularly.

The proper contents of /etc/yum.repos.d/fedora-updates.repo is

[updates]
name=Fedora $releasever - $basearch - Updates
failovermethod=priority
#baseurl=http://download.fedoraproject.org/pub/fedora/linux/updates/$releasever/$basearch/
metalink=https://mirrors.fedoraproject.org/metalink?repo=updates-released-f$releasever&arch=$basearch
enabled=1
repo_gpgcheck=0
type=rpm
gpgcheck=1
metadata_expire=6h
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-$releasever-$basearch
skip_if_unavailable=False

[updates-debuginfo]
name=Fedora $releasever - $basearch - Updates - Debug
failovermethod=priority
#baseurl=http://download.fedoraproject.org/pub/fedora/linux/updates/$releasever/$basearch/debug/
metalink=https://mirrors.fedoraproject.org/metalink?repo=updates-released-debug-f$releasever&arch=$basearch
enabled=0
repo_gpgcheck=0
type=rpm
gpgcheck=1
metadata_expire=6h
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-$releasever-$basearch
skip_if_unavailable=False

[updates-source]
name=Fedora $releasever - Updates Source
failovermethod=priority
#baseurl=http://download.fedoraproject.org/pub/fedora/linux/updates/$releasever/SRPMS/
metalink=https://mirrors.fedoraproject.org/metalink?repo=updates-released-source-f$releasever&arch=$basearch
enabled=0
repo_gpgcheck=0
type=rpm
gpgcheck=1
metadata_expire=6h
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-$releasever-$basearch
skip_if_unavailable=False

Notice the baseurl entries are commented out, and the metalink points to a site with a list of download mirrors.

When things work again, reinstall the fedora-repos package.

dnf reinstall fedora-repos
