When was the last time that your Fedora 23 server has received updates? Fedora 23 is End-Of-Life since 2016-Dec-20, meaning there are no more updates at all after that date.

If you don't want to connect your box to the internet to fetch update packages, you need to set up a mirror in your local network or a caching proxy server that provides you the updates locally.

Or create local repositories - try to use the most recent DVD iso (from here and create a repository pointing to the DVD, or you can download the latest updates and create an update repository out of it.
