Archive Manager window non functional.

Fedora 26. When I invoke file-roller from the activities menu it opens with an incomplete window containing no buttons, pull downs or anything to start doing anything. The window has only one bar across the top with buttons for EXTRACT & ADD with the program title "Archive Manager" a button for search and one with 3 horizontal lines and the window control.

Browsing the help shows the window as it should look with a second bar containing a field for specifying files and a pane for listing files.

If I invoke archive manager from a terminal with the specified archive as a parameter the correct functional window appears.

Incidentally I cannot find all the tags appropriately to classify this report, there is for example no tag for Fedora26. Is there some way of adding tags?

If you look right at the top of the screen, the application menu is there labelled "Archive Manager". If you click on that, you will find what you're looking for.

As for tags here, you can make up whatever tags you want.
