DNF Repo Failed to Sync Cache

I'm attempting to get the openrazer packages installed, and they come from a third party repository[0].
The repository in question is an opensuse multi-distro package thing. I downloaded the .repo file just fine, it's in my /etc/yum.repos.d folder, and dnf seems to be aware of it. However, when I attempt to do the second command and install the packages, I get this error:

Failed to synchronize cache for repo 'hardware_razer', disabling. Last metadata expiration check: 0:00:00 ago on Sun 14 Jan 2018 03:02:31 PM EST.

Adding verbose options to the dnf command gives me this:

Cannot download '': Yum repo downloading error: Downloading error(s): repodata/71e652ba8c7f6d344c48c876ed85fe52fe47d0bb15e3b4480c45d491865f0364-primary.xml.gz - Cannot download, all mirrors were already tried without success; repodata/65ddfab8ea49c9a36fdf8bbf20a92ba2da760bef3bcd55719cb4cae1a0c574a5-filelists.xml.gz - Cannot download, all mirrors were already tried without success.

I've tried pinging (works fine), and I've tried going to that repo's page on the opensuse server (also works fine). I'm not sure what to do next, since the only thing I found related to that error was DNS issues.

This likely an issue related to my computer or my configuration since the project maintainer had no issues in a fresh Fedora 27 VM [1].

Maybe something was wrong on that repo server - I have just followed instructions linked under [0], and everything worked fine.

Still doesn't work for me on 1-16-18. I think there's something wrong with my network such that it times out on that request. How would you suggest investigating...?

Run "dnf clean all" and try to update/install again.

I did that. Still didn't help. The verbose output after that was the same as what I listed above.
