Bluetooth is stuck on off, hci and etc time out and show errors.
Bluetooth is stuck on Off; when I open the top-left menu in GNOME it says "Bluetooth Off" and "Turn Off". Trying to turn off and on again does nothing.

On my Windows partition, I am able to use bluetooth perfectly.
Welcome to ask.fedora! Thanx for letting us know that your bluetooth works great under Windows, as that means it's not hardware. Try booting from a LiveUSB, and see if it works there. If it does, there's something wrong with your software; if not, it may need a driver.
