How to make UI controlls look smaller on 1366 X 768 resolution?

I'm using Fedora 27, 64-bit with gnome, on a laptop with a 1366 X 768 monitor. The problem that I face is that windows look too big! People I've asked on IRC said that it looks just fine. But to give a example: Netbeans IDE on Windows, I can see 31 lines without scrolling, on Fedora I can only see 20+. I've already tried to change scaling on gnome-tweek-tool, but that won't help. It's not about the windows it's about the buttons, labels. To give other examples: LibreOffice's font selector is huge, Eclipes 'quick access' is also big. my system
