How do I change the logon screen orientation?

I would also like to be able to change the monitor that the user logon is displayed on. I have a dual monitor setup. I thought that changing the display settings in root would fix this, but it did not.

gdm runs as the gdm user, not root. Setup the monitors as your user in the way you want it to be. As root, copy the .config/monitors.xml from your home directory to /var/lib/gdm/.config/. Then run chown gdm: /var/lib/gdm/.config/monitors.xml.
