Because 32-bit x86 processors are no longer in production and many major distributions, including Fedora, are phasing out support for them as supporting them chews up their already limited resources. Nowadays only a relative minority of PCs still use such processors. Frankly in 10 years I expect only Debian, maybe Gentoo and some distributions designed for old PCs will still be supporting 32-bit x86 processors.
The 32-bit x86 processors are still (as of F26) supported as secondary architecture. This means that
Right now the live images are not available but last time (F26) they appeared pretty soon after the main release. Just wait and see. They might appear soot (or not).
Fedora 27 Workstation will still ship with a 32-bit installer. It is available from the download site. Currently, there is only the netinstall image available but I am confident that there will be a Live ISO some time soon.

There is no more 32-bit installer for the server edition.
The netinstall will load F27 on your usb stick. I didn't try my hard-drive. But after a day of updating, its good to dd on other usb sticks
