Fedora 27 upgrade using ISO

Is it possible to upgrade from 26 to 27 using the ISO image.

Having downloaded the ISO it seems daft to then download via DNF. However if I use;

sudo dnf system-upgrade download --allowerasing --repofrompath f27,/mnt/f27 --releasever=27

it still downloads from the remote repo?

/mnt/f27 is fstab of sudo mount -r -o loop --source /home/dick/ISO/Fedora-Workstation-Live-x86_64-27-1.6.iso --target /mnt/f27

The live iso does not contain any rpm files. If it did, they would quickly be obsolete when new rpms are built and released.

What happens when installing from live iso is that the files on the live iso are just copied to your hard disk as is, without using dnf or rpm.

Ok, so the most I can do is use the rpmdb to see what rpm's were used to create the ISO, kinda makes sense...
