It would seem that GRUB_RECORDFAIL_TIMEOUT variable is somewhat undocumented. I have been unable to find any reference to it in official GNU Grub documentation. Where does it come from?
After looking around the web I can only see it mentioned on Ubuntu related sites. Is this perhaps some custom GRUB patch from Ubuntu team or some beta feature limited to Ubuntu users?
This is really sad as I do really have no clue as well...
grub git project does not have the string GRUB_RECORDFAIL_TIMEOUT in any of the source files.
