Troubleshooting "A start job is running for hold until boot process finishes up"

I have a weird problem. After a day from installation, my fedora 26 (workstation) won't boot up properly. The booting fedora logo will fill up but the system won't progress to login screen afterwards. It won't be possible to switch to text terminals with ctrl+alt+f(n) at that time.

But if during the boot (before the fedora logo is filled up) I switch to text consoles, I'll see this line being printed: A start job is running for hold until boot process finishes up (seconds/ no lmit) which will stop counting seconds after 20! After it stops at 20, If I press ctrl+alt+f2, the graphical terminal will show up and I can work with it.

How can I find out the problem? What commands will tell me information about it?

Try to read 'journalctl -xe' on tty.

I have the same issue on images that were running until Fedora 29 upgrade took place. I can't boot the host to get to the journalctl. What do you do?
