If you have DraftSight correctly installed (use sudo dnf install ~/Downloads/draftSight.rpm
after downloading the file), it will end up in /opt/dassault-systemes/DraftSight/.
On my test system, it also created a program starter, so it is easily accessible from Gnome.
From command line you can start it with /opt/dassault-systemes/DraftSight/Linux/DraftSight

PS: On my test machine (running F25 Gnome on Xorg), the program crashes with the following warning:

did you download the .rpm file from here and installed it with something like
sudo dnf install ~/Downloads/draftSight.rpm

"Programs", you mean Gnome Software? Seria melhor usar dnf para instalar o pacote.
