This is a known issue with that chipset. It tends to pick the wrong antenna for some reason. I have used this solution on several laptops:

First, you need to find out which antenna should be used. In a terminal window, run sudo -i to become root. That makes it easier to run multiple commands. Run modprobe -r rtl8723be to remove the wireless driver. Now run modprobe rtl8723be ant_sel=1. Check if the wifi is working better. If not, then run modprobe -r rtl8723be and modprobe rtl8723be ant_sel=2, then check again. Now run echo "options rtl8723be ant_sel=1" > /etc/modprobe.d/rtl8723be.conf if the first try worked, or replace with ant_sel=2 if the second one worked.

If you followed the second part of the explanation, it will be permanent. As root, run echo "options rtl8723be ant_sel=2" > /etc/modprobe.d/rtl8723be.conf.
