Huawei E173 USB modem not connecting to internet

I have two Huawei USB modems. The E3131 works well but the E173 won't using:

nmcli -p connection up Name-of-Network-Profile

I get an error message saying PPP is not working. Why is the behaviour different for two similar devices? I suspected usb_modeswitch but the device shows up as an internet device as expected.
