Fedora25 boots with no usb devices

My Fedora25 workstation currently boots with no usb devices (mouse, keyboard etc) making logging in to GDM difficult!

The mouse and keyboard work in BIOS mode but not as soon as fedora starts to boot (the numlock light goes out as soon as fedora starts booting). This is with kernel 4.10.9-200, 4.10.8-200 and 4.10.6-200

Selecting the 'rescue' kernel does present me with a working keyboard, but this is from a fedora23 installation (this workstation has been upgraded from 23 -> 24 -> 25).

I've tried toggling various USB related BIOS settings without any luck, and booting with various kernel command line options, also without any luck.

If I could get to the stage where I can log in to GDM I could try looking at various log files / lsusb output etc, but since I can't actually get to that stage I'm a littel stuck!

Was it working, then stopped, or were you updating to 25 when it quit working?
