Are some services missing in the Service Configuration Tool?

After upgrading from fc14 to fc16 (by means of preupgrade) and rebooting, I found only 14 services in the GUI Service Configuration Tool and not running. I had to start some of them (like httpd or crond) manually.

Can anybody please help to fix the Service Configuration Tool and start all services needed automated way after rebooting?

Fedora 16 is EOL and no longer supported. Please update to Fedora 19 and see if the issue persists.
