Selecting HDMI output from Sound > Hardware doesn't produce any output. It did use to work in Arch Linux, so I know it can work. How can I debug this? I'll be happy to produce a bug report if necessary.

IIRC, audio output for hdmi is disabled by default. I'm not sure how to enable it though. Maybe ask on the devel list?
