I achieved this with Xephyr (well, sort of: hdmi output on a big screen TV + keyboard/mouse on usb ports). So two independent desktops that I can easily start up on demand. It should even be possible getting a login manager on each monitor for running separate DE user sessions. For 4 indipendent desktop you'll need 4 independent video outputs + keyboards/mices. Once you'll have your hardware working it should be easy setting up Xephyr. Hope this will be a good starting point for you. Good luck.

Systemd supports multiseat through loginctl. Not needing permanent multiseat setup I haven't very much digged into it, I think it still needs some manual configuration on your side and uses Xephyr too (I maybe wrong, could be several plain X servers). Up to you to find it out.
