Fedora does not seem to update devices until reboot

I have run into a series of related problems:

  1. Occasionally the wifi cuts out and leaves a question mark (?) in-place of the wifi strength bars. It is fixed upon reboot.
  2. After plugging in a second monitor, there is no display until after reboot.
  3. Plugging in a USB DAC, running lsusb indeed shows the device, but it does not appear to register in sound settings until after reboot.

Generally, the devices don't seem to be recognized until after a reboot. I'm not sure how to troubleshoot this problem, as most online guides are tailored to specific devices. Is there a way to refresh them as if to mimic a reboot, without losing my whole desktop environment?

For problem 2 a workaround for me in Gnome is: Open the settings. That seems to trigger a rescan of available screens. Same on Fedora 24 and 25. (Xorg session)
