It seems there are only two drivers which you can use with a Intel integrated GPU; the generic kernel modesetting driver and xorg-x11-drv-intel and both of them are installed by default. By the way, the Intel Graphics Update Tool now supports Fedora 25. This page on the Arch Wiki might be of use to you: Intel Graphics, but be careful with the changes you make and before changing X's configuration files, make a copy of them. Also reminder that the official Intel's driver manual can be accessed by simply executing man intel.
