fullscreen windows

In Gnome, programs tend to open their window in full screen. I resize them as it doesn't make sense for most programs that their window is fullscreen.

Often the resize is not respected when I start the program again and the program window is started fullscreen again.

I asume this is a Gnome-thing and I must say that I don't understand such a decission by the Gnome developers (or whoever is responsible for this). Why would I want to run my browser in fullscreen on a 24" monitor with a 1920x1200 resolution when most websites don't take op more than half that size.

Is there a way to stop Gnome from opening programs in fullscreen?

I'm running Fedora 25.

This is not the default behavior of the GNOME desktop. However, I am also unsure of an extension or setting that would cause this.
