cups-browsed.conf is one of several configuration files for CUPS. Apparently, a new default configuration file was shipped with a recent update of CUPS. Now, since config files may contain personal settings for your environment the developer/packager don't just want to override your config but place a copy of the new default config file in the same directory (with the ending .rpmnew). It may contain new default settings or new options or so.

You can just leave everything as is (unless you need CUPS features that can be only enabled with options from the new config file). If you didn't do any modifications to the config file you can also replace the .conf with the .conf.rpmnew (Backup your original .conf file).

If you are interested, take a look at the file and see what can be configured there (cat /etc/cups/cups-browsed.conf.rpmnew)
