The main problem here, it's that the cinnamon desktop can be installed on several distros and they not have a default package manager. The default package manager need to be define by the distro. Also i recomend you, this menu applet called Configurable Menu. I recently added the option to install/uninstall/search software inside the menu using the packagekit service...
